SCAP is an acronym for Sandown Strathavon Community Active Protection. In this section, you will find what we want from you, crime statistics for the Sandown and Strathavon areas since SCAP's inception, the history of SCAP, your SCAP committee and the Community Improvement District (CID) process.
What we want from you
SCAP is an initiative by the neighbourhood, for the neighbourhood. If you live and/or work in the SCAP area demarcated on the SCAP area map, we need your support to ensure that the SCAP initiative is sustained. A confidential Pledge Form is available. Please note we are in the process of registering the SCAP entity as a public benefit organization (PBO).

Crime statistics
In other CAP areas, incidents of contact crime have plummeted more than 80% since the introduction of the initiative. Monthly incident reports will be made available to community members.
History
SCAP was formed in November 2007, following the success of other CAP initiatives in Glenhazel, Sydenham, Melrose, Birdhaven, Waverley, Houghton, Oaklands, Orchards, Senderwood, St Andrews and Linksfield.
Community Active Patrol (CAP) was conceptualized by Chief Rabbi Goldstein and implemented in Glenhazel in 2006. The initiative was so successful in curbing crime in that area, reducing contact crime by over 80%, that it has been replicated in a number of suburbs. This has demonstrated that ordinary citizens need not be helpless victims but, through working together, can meaningfully address the problems that face them.
CAP is the umbrella company for the various area CAP initiatives. It is a section 21 (non-profit) organization, as are each of the regional committees, and these are run by small groups of volunteer community members. Committee members earn no renumeration for their involvement, choosing to do so out of a commitment to crime-free neighbourhoods.

Your SCAP committee
SCAP's committee comprises 6 members, all of whom live or work in Sandown or Strathavon. A number of sub-committees have also been formed, which focus on various aspects of SCAP, and these sub-committees meet regularly. The full committee meets on a weekly basis.
The CID process
A central improvement district (CID) is to be established in which residents make compulsory additional payments on their rates bills. The extra money is used for additional cleaning and security services in the suburb. In terms of CID legislation, residents will have to pay between R300 and R500 a month over and above their rates and services bills. For a CID to be approved, there has to be a 51% approval by residents.
The main benefit of being established as a CID is that contributions are likely to decrease as a result of a greater number of contributors.
